A buyer in Riyadh, London or Mumbai searching for a Dubai off-plan project is just as real as one sitting in Business Bay. They may be researching from further away, in a different time zone and sometimes a different language, but they're often looking for the same thing: a trustworthy local advisor who can explain the project and the process. Google Ads lets brokers reach them at the moment they search. This guide explains how to set that up without wasting budget on clicks you can't serve.
1Why Overseas Searches Deserve Their Own Plan
Dubai's off-plan market draws buyers from across the GCC and around the world, and off-plan now makes up roughly 67–73% of registered sales in 2026 according to DLD-based analyses (projectory.ae, Off Plan Insider). Many overseas buyers can't easily visit a sales centre at short notice, so they rely heavily on search, landing pages and messaging to decide who to trust.
But overseas campaigns behave differently from UAE campaigns. Click costs, search volumes, languages and the questions buyers ask all vary by country. If you lump everything into one worldwide campaign, a single market can take most of the budget and you won't know which countries produce real buyers.
2How Google Location Targeting Works
Google Ads offers two main location options:
- Presence: people who are in, or regularly in, your targeted locations.
- Presence or interest: people in your targeted locations, plus people who have shown interest in them.
For overseas investors, a useful approach is to target the countries where buyers are with the Presence setting, and write keywords and ads about Dubai. For example, a campaign targeting Saudi Arabia on searches like "[project name] Dubai" or "off-plan Dubai payment plan". This keeps spend focused on the countries you chose, while the keywords make sure the searches are about Dubai property.
Check the "Presence or interest" default before launching. It can show your ads to people in places you never intended to target.
3Structure: One Campaign per Region
Split overseas activity into regional campaigns so each has its own budget, bids and messages:
- UAE — residents and local investors.
- GCC — Saudi Arabia, Kuwait, Qatar, Bahrain, Oman, possibly split by country if budget allows.
- Other priority markets — chosen based on where your enquiries actually come from.
Inside each regional campaign, keep the project-based ad groups described in our guide to campaign structure and keywords. Start with one or two regions where you already get enquiries, rather than going worldwide on day one.
4Language: Match the Buyer, Not Your Habit
Google's language targeting looks at the user's language settings and the language of their searches. For GCC campaigns, consider running Arabic and English versions side by side, each sending traffic to a landing page in the same language.
Practical rules:
- Write Arabic ads properly in Arabic, not machine-translated word for word.
- Send Arabic ads to an Arabic page and English ads to an English page.
- Keep project names in the form buyers actually search, which may be the English name even in Arabic searches.
5What Overseas Buyers Need From the Landing Page
A buyer abroad usually has more questions about process and trust than a local one. Your page should answer them:
- Who you are: brokerage name, RERA/ORN, and a real person they'll speak to.
- Proof of legitimacy: Trakheesi permit number and Madmoun QR code, which a buyer can scan to check the ad. See our Trakheesi checklist.
- Process clarity: how off-plan purchase and payment plans work in general terms, and that you can explain the steps for their situation.
- Remote options: video calls, digital brochures, WhatsApp walkthroughs.
- Language: English and Arabic versions where relevant.
Avoid promises about returns, visas or financing that you can't back up. Overseas buyers check claims carefully, and UAE media rules ban misleading advertising.
6Time Zones and Follow-Up
Leads from abroad arrive on their schedule, not yours. A buyer in another time zone may enquire late in your evening.
- Set the ad schedule in line with when you can reply, or arrange cover for those hours.
- Use a WhatsApp auto-reply outside hours that confirms receipt, says when you'll reply, and offers the brochure.
- When you reply, offer a call time in the buyer's time zone.
Speed still matters, even across borders. See our article on the off-plan lead response window.
7Measuring Regional Campaigns Fairly
Overseas leads often take longer to close than local ones: more research, more questions, sometimes a trip to Dubai before booking. Judge regional campaigns on qualified leads and meetings, over a long enough window, not on cost per lead in the first two weeks. Tag every lead by country and campaign in your CRM. Our guide to WhatsApp conversion tracking explains how to keep the source attached. For budget sizing per region, see how much to spend on Google Ads.
8Adapting Ads and Offers by Region
The same project can need a different message depending on where the buyer is. You don't need to invent anything, just emphasise what is true and relevant for that audience:
- GCC buyers may be closer to Dubai and able to visit more easily. Offer a sales-centre visit or a meeting on their next trip, and make Arabic support visible.
- Buyers further away often want to understand the process first. Lead with a clear explanation of the payment plan, digital brochures and video walkthroughs.
- Investors comparing markets respond to clear, factual information about the project, developer and location. Avoid return projections you can't support.
Testing regional messages
Run two ad versions per regional ad group, one focused on the project and one on the service (licensed local advisor, WhatsApp support, remote viewing). Keep the better one and test a new challenger. Change one thing at a time so you know what made the difference.
And keep the landing page consistent with the ad. If the ad promises a video walkthrough, the page should offer one clearly.
Key Terms in This Guide
- Presence targeting: A location option that shows ads only to people who are in, or regularly in, the locations you target.
- Remarketing: Showing ads to people who have already visited your landing page, to bring back buyers who didn't enquire the first time.
- Conversion action: Something you tell Google Ads to count as a result, such as a WhatsApp click, a form submission, a call or an imported qualified lead.
- Cost per qualified lead (CPQL): Ad spend divided by the number of leads your team confirmed as real buyers for the project. A more honest measure than cost per lead.
- Trakheesi permit: The DLD advertising permit required for Dubai property advertising, including electronic ads and campaigns. Its number must appear on the ad.
- Madmoun QR code: DLD's verification code shown on permitted property ads, which buyers can scan to confirm the advertisement is authorised.
Frequently Asked Questions
Can I target buyers outside the UAE with Google Ads?
Yes. You can target specific countries or regions and use keywords about Dubai property, so your ads show to people abroad searching for Dubai projects.
Should I use "Presence" or "Presence or interest"?
For country-based overseas campaigns, "Presence" usually gives more control. "Presence or interest" can show ads to people outside your chosen countries.
Do I need Arabic ads for GCC buyers?
Not always, since many GCC buyers search in English, but Arabic ads with an Arabic landing page let you reach those who prefer Arabic. Test both.
Do overseas campaigns still need a Trakheesi permit?
The permit applies to advertising Dubai property, wherever the audience is. Show the permit number and Madmoun QR code on your creatives and landing page.
How do I handle leads that arrive at night?
Use a WhatsApp auto-reply that confirms receipt and gives a reply time, then follow up promptly and offer a call in the buyer's time zone.
Which countries should I target first?
Start with the countries your existing enquiries already come from. Your CRM, website analytics and past leads are better guides than assumptions. Add new regions one at a time, each with its own campaign and budget, so you can see what each one produces. Give each region enough time and budget to collect meaningful data before you decide whether to keep it, scale it or switch it off.

The Short Version
Overseas and GCC buyers search for Dubai off-plan projects too, but they need their own setup. Target countries with the Presence setting and Dubai-specific keywords. Run one campaign per region. Match ad and page language. Give overseas buyers more proof of legitimacy, including the Trakheesi permit and Madmoun QR code. Plan for time zones. Judge regional campaigns on qualified leads over a fair window.
